EuiNavDrawer's expand button changes size on expand

It looks like #2417 accidentally introduced a regression where the expand button now changes in size when the full button is visible (nav drawer is expanded). This causes the last item in the nav drawer to not be fully visible and in general odd behavior to see it grow.
