[ITF] Bring up of Cloud Services in Integrations Test Framework

Add support for Cloud Integrations in the Integrations Test Framework. We should be able to bringup the cloud services through OBLT-CLI.

Following cloud providers to be considered:
AWS
GCP
Azure

We have used the dockerfiles for setting up ITF for non-cloud services.
For Cloud Integrations, the same approach cannot be used. Figure out how can we use the terraform scripts in oblt-cli for the bring up.
