I'm having exactly the same issue with the same files, kibana version 5.2.2, directly from source using dev without SSL, connecting with an elasticsearch 5.2.2, all in the same machine. OS: Windows 10 x64 In chrome display gives me :

I also face this issue but using GIT BASH did not works for me. |
Try to run "bin/kibana --dev" from git bush under admin's rights |
If I run it from the Kibana directory I don't need to run it without admin and I can run it using git bash and window command as wall. If I run it from the bin directory admin is not working with or without git bash. |

@weltenwort I think people should be able to execute the CLIs without being in the root of the Kibana project. If there was a really good reason for us not to support that, then that'd be one thing, but this seems more like an accident to me. |

I try start kibana 5.1.2 in development mode but not work (kibana.bat --dev). The browser shows the message: "Kibana did not load properly. Check the server output for more information.". In chrome console see three errors:
GET https://localhost:5601/tme/bundles/commons.style.css?v=8467 (403 Forbidden)
GET https://localhost:5601/tme/bundles/kibana.style.css?v=8467 (403 Forbidden)
GET https://localhost:5601/tme/bundles/commons.bundle.js?v=8467 (403 Forbidden).
