Describe the feature: From version 7.14 ML has a reset API (see elastic/elasticsearch#73908). This allows users reset a job and start from scratch without having to create a new job with a different name. It would be great to expose this by adding an action button in the UI.

Describe a specific use case for the feature: A user wants to reset a job in order to rerun it without changing the job id.

Waiting on elastic/elasticsearch-specification#494 so we can use the new reset endpoint in kibana.
