[Uptime] Add links to open script-recorder from Kibana

Describe the feature: Users should be able to open the Synthetics Script Recorder directly from Kibana using links with the protocol implemented in elastic/synthetics-recorder#77.

We don't yet know where these links should be, so we must confirm with the Uptime team (in especial with @liciavale, and @drewpost) where should we place these links.

Describe a specific use case for the feature: A user has just downloaded the script recorder, but is not sure about how it fits into the bigger picture of Synthetic monitors. Therefore, when they see a link to "record a journey" and get taken to the script recorder automatically right after clicking it, they immediately figure out what to use the recorder for.
