[ML] Navigation in ML app gets stuck in a redirect loop

Similar to the recent navigation issue fixed in #139469 when running with a basic license, navigation in the ML app can get stuck in a redirect loop and return the user to the Overview page with a 'Page not found' error message.

This was found when running with a trial license, running with no base path, and hitting the 'Manage jobs' button on the Overview page:

Note that I have also observed this happening when hitting the clone job button and the create job button at the end of the job creation wizard.

Note:

1. To reproduce the issue, you need to land on the ML app from the Kibana home screen (Analytics card -> Machine Learning)
2. Same behaviour persists both with and without the base path
