Describe the feature:

Today it's not possible to view all of Kibana's Stack Management with read-only permissions. It's possible to grant every monitor* + read* Security privilege to a user, but multiple sections of Stack Management won't be present in the UI. This ask is for the ability to view all of Stack Management with read-only permissions.
