Keyboard navigation when creating/editing rules is broken within the Definition step, and will get stuck on the Timeline Template component. I've verified this is not an issue with the Timeline Template component itself (keyboard nav works fine when bulk adding templates within the flyout), so must be with its place on the Create/Edit Rule pages.

Identified on main (8.7), but potentially present in previous releases. To reproduce, navigate to the create/edit rules page, and press tab until you make it to the Timeline Template picker, and notice focus is captured and stuck looping through the component.
