Kibana version:
Probably from 8.7

Describe the bug:
Rule preview alert table should support timezone date view

Steps to reproduce:

  1. Change timezone in Advanced settings
  2. Start to create a rule and see alert preview
  3. Notice that time not reflect our settings in the table

Expected behavior:

Time should show with respected settings from timezone
