Dashboards do not display content when locale is set to "ja-JP"

Kibana version: 8.12.x

Describe the bug: if Kibana language is set to japanese (by defining the locale settings as per this documentation) then dashboard data will not load. Changing the language to other locales does not cause any problems.

Steps to reproduce:

1. Edit the user properties and set the property "i18n.locale: ja-JP".
2. Open a populated dashboard and see that the widgets will return a "no data found" message.
3. Change the language to something else and see that the data loads normally.

Expected behavior:
Data will load.

Seems that there is no request against the relevant endpoint, similar to what is described in #180860

Did a quick test and I am unable to reproduce this on main (I didn't test on 8.12):

Swapping out assignment to @elastic/kibana-visualizations, since this is more of a data-fetch issue on the visualization side rather than an issue with Dashboards - it seems likely that this may also be a security and/or core issue (since the endpoint is unreachable), but the vis team would be the best to confirm that I think :)

The way you tested probably won't reveal the problem.
You need to go to Security -> Dashboard -> Data Quality
