Steps to reproduce (assumes ChromeVox or similar)

  1. Open Kibana in a new tab
  2. Tab to Monitoring
  3. Tab to the "Overview" section
  4. Tab through to any charts

Actual Result
5. No message is read about the accessibility of the chart

Expected Result
5. The "This chart is not accessible yet" message should be read.
