[ML] Enhancements to detector rules functionality

Meta issue to track additional work to enhance the detector rules functionality that was added to the ML UI in #20339.

• Add functionality for quick setting of the value of a numeric condition to the value from the anomaly (added in 6.5)
• Add functionality for quick addition of the partitioning value from the anomaly to a filter list (added in 6.5)
• Refactor ml/public/components/rule_editor to create two sub-folders for the 'full rule edit' and 'select rule action' files
• Consider moving 'Create rule' link to above the list of rules, so that it doesn't scroll off-screen when there are a lot of rules for a detector
• Allow the user to view and edit custom rules for a detector from the Jobs List
• Allow the user to add custom rules when creating a job
• Provide a read only view of detector rules for users with just the machine_learning_user role
• Format numeric value in conditions using Kibana field format
