[Maps] UI Controls for Zoom and Filters

For feature parity of our other map visualizations, we should probably have UI controls within the map itself. These should include zoom capabilities, filters and fit data bounds. If there are others we can think of, it'd be worth bringing in too. I'd imagine these controls would be necessary in order to be 508 compliant as well.

the layer-fitting control is added already as part of the layer-actions. The actual +- zoom buttons are not yet.

adding v6.7/7.0 labels since +- zooms are minor addition (especially if we just reuse mapbox-gl navigation control)

Zoom controls and fit data to bounds by layer have been introduced. I've opened #29991 to track fit data to bounds across all layers.
