Currently Reporting uses Puppeteer 1.7.0 to manage the Chromium process for screenshot capturing.

As of now, the latest version is 1.11.0, and was published 2 months ago so it seems pretty stable.

Here's hoping that a newer version of Puppeteer will help untangle this bug: #28408

Another thought is that, we're increasingly relying on troubleshooting steps published at https://github.com/GoogleChrome/puppeteer/blob/master/docs/troubleshooting.md, we need to not reference a different version of docs.
