[Beats CM] Permission failure to remove created tags

Kibana version: 6.6.1 (Cloud)

Elasticsearch version: 6.6.1 (Cloud)

Describe the bug:

Trying to remove created tags from the Configuration Tags list, but getting a permission failure:

Failed to load resource: the server responded with a status of 400 (Bad Request)

Steps to reproduce:

1. Cloud instance with Kibana and ES
2. Try and remove selected tags from the Configuration Tags list
3. UI keeps state, but console shows permission failure mentioned above.

Expected behavior:

Should remove the tags from the list.
