Watcher Management UI should indicate if Watcher is stopped / started #36401

Describe the feature:

It would be helpful to have some sort of visual indication on the Watcher Management UI to show whether or not Watcher has been stopped or started.

Describe a specific use case for the feature:

It's possible to manually stop / start Watcher via API calls, but there aren't a lot of clues that tell you the current status.

@n0othing thanks for opening this, great suggestion! I think a top-level badge in the UI indicating if the watcher service has been stopped would be a good enhancement.

We have existing related issues for Kiban Alerting, so removing us from this Watcher specific issue to redue the duplication in our backlog. Thanks for notifying us CJ :)

For Alerting related issues:
Unlike Watcher, Kibana Alerting doesn't have any form of UI when it is switched off, so there's no place for such an indicator. But, we do want user to gain better insight into how well the Alerting Framework and Rule execution is operating within the UI.
To that effect we have several streams of work:

  1. A unified UX via the RAC initiative will include various Rule Monitoring UX: https://github.com/elastic/security-team/issues/1077
  2. At framework level we're adding a range of monitoring stats which will be exposed in the Event Log and UX: [RAC][Epic] Observability of the alerting framework phase 1 #98902
