Deleting .kibana Index breaks Kibana

Original install method (e.g. download page, yum, from source, etc.): tar

Describe the bug:

After a normal installation using the default distribution, I wanted to reset all of my advanced settings (with literally nothing else done by me to Kibana or the cluster). To do so, I decided to just delete my .kibana* index.

After I did that, I reloaded the page and Kibana will no longer load due to an infinite redirect (/ -> /app/kibana -> /).

Steps to reproduce:

1. Install 7.0.1.
2. Set an advanced setting (e.g., accept / reject telemetry).
3. Delete .kibana* index.

Expected behavior:

The index to be recreated by Kibana, and Kibana to load.

Workaround

Restart Kibana.
