[SIEM] Add targeted documentation linking to map configuration docs

We've been seeing a number of questions around why lines are missing from the Network Map. This is most often because internal IP's have not been mapped to a geo location, as detailed in the docs here.

To aid in a better UX and discover of these docs, let's see what we can do to add some sort of call to action around the map to link to setup/configuration.

In addition, we could also leverage the global help popover to start adding more SIEM specific docs similar to what APM/Canvas does
