Describe the feature:
Provide ability in Kibana Beats Management to configure if a log collector/beats agent stops shipping from Elasticsearch or Kibana.

Describe a specific use case for the feature:
Audit requirements to track if a log collector is down in a cluster with hundreds of beats agents shipping data of the same type (IIS, Windows, etc).

Watchers are not helpful in this instance, as one agent dropping off will unlikely affect the indexing rate.
