fleet needs to support new configuration format.

The schema/types changes necessary to support the new agent config spec was done in #58670.

However our agent config and datasources APIs needs work to make sure we translate the new saved object schemas correctly for the agent to use. Let's use this issue for that work.

Seeing this issue closed, does it mean also on the agent side we can merge the new config PR?
