Kibana version: 7.7bc1, 7.6
Browser version: Chrome
Describe the bug:

When loading Vega filter bar is missing. Hitting "refresh" fixes the issue.
Happens only after navigation to Vega without filters in memory or in url.

Can't reproduce in master,
There were multiple fixes in query bar since then, (e.g. #66979, #68225)
Probably was implicitly fixed
