Kibana-keystore cli is not respecting the defined data dir

Looks like keystore cli is not respecting the defined data dir in the user configuration. Right now it is always trying to create the keystore in the data dir relative to package.json.

Ideally we would want to have keystore cli understanding what was the data dir specified for the main kibana cli. If that has been specified in a config file that has late been passed with --config to the main cli that is achievable making keystore cli to also support --config. However, if that was passed to the main cli with --path.data we also need a cli arg to specify it in the keystore-cli.

I think in order to fully solve this we will need to make kibana keystore supporting both --path.data and --config. @tylersmalley @ygel

Yeah it touches the same problem. But this one also refers our need to be able to pass the configured path.data by a param to the keystore-cli

@tylersmalley I added this issue to the top-ask between team spreadsheet - we'd need it completed way ahead of the 7.9 feature freeze date to make sure the Kibana MSI's can get fully tested in time.
