Replaces #67373

Right now, the monitoring config defines a custom block for the elasticsearch settings. This is problematic as it's not leveraging the pre-existing logic around handling these settings that work for elasticsearch.* settings in kibana.

The work being done in #67357 will allow us to share this properly and will alleviate a few issues we are seeing it as a result.
