[ML] Add ability to pass a group ID filter to the job management page

Current functionality allows a job ID to be passed in the URL for the anomaly detection job management page, which applies this filter to the list of jobs on opening.

It would also be useful to pass a job group ID or list of group IDs in the URL, which would then filter the list to show all jobs in the specified group(s). The 'Groups' query bar control already allows this type of filtering once in the Jobs list:

This functionality would be useful for solutions integrations which may want to link to the ML job page to allow the user to manage all the jobs in a group, such as the jobs in an apm group (see #70422).
