Flickering warning filters state on a dashboard

Kibana version: 7.9
Describe the bug:

When loading dashboard with non default index pattern filters, there are flashes of filter pills in "warning" state

Steps to reproduce:

1. Create a dashboard and add non default index pattern visualisation
2. Add a filter and save it with dashboard
3. Go away from d dashboard and return back
4. See filters flickering

Expected behavior:

4. Warning state shouldn't appear.

Any additional context:

1. We added in warning state in Add error if filter index pattern is missing #66979 to help users find not applicable filters. (e.g. filter field doesn't exist in current index pattern)
2. In dashboard during loading there is moment while correct index pattern is not resolved yet. this is where flickering comes from.
3. Some attempt to quickly patch this were tried in: fix dashboard index pattern race condition #72899 (comment)

I'm not sure whether @lizozom fixed this, or if it was fixed by #107227, but it is no longer a problem in 7.15.1

Here is a similar setup with no flickering at all.
