Related to #73864

This work cannot be done until we finish all the changes in beats and Kibana to remove the need for the xpack.enabled flag.

We are working on removing the need for the xpack.enabled flag in the Metricbeat stack modules (see elastic/beats#19747) and as a result, we will need to update the metricbeat migration wizard within the setup ui to reflect the necessary changes.
