One common issue customers have run into is that they cannot access EPR because they lack connectivity #70710 #74614. One place to surface this is the Fleet setup checks for on-prem. It will give users quick feedback on supported use cases and is a nicer experience than getting an error message later. We could also link customers to the docs where they can set the EPR proxy and add and on-prem offline EPR.

We currently show an error without any helpful information about how to overcome it:
