Describe the bug
Error faced on uploading value list for windows OS Browsers

Build Details:
7.9.2 BC2 On-Prem

Browser Details
Firefox: 81
Edge: 85.0.564.51 
Chrome: 85.0.4183.121

Preconditions

1. Elastic and Kibana should be up and running either on Cloud or On-Prem.
2. To have a file prepared with extension csv and the following content:

Name
Computer 1
Computer 2
<TheNameOfYourLocalhost>

Steps to Reproduce

1. Navigate to Kibana on browser.
2. Navigate to Detection under Security-App from left navigation Bar.
3. Click on Manage detection rule button.
4. Click on upload value list button.
5. Observed that error "File must be one of the following types: [text/csv, text/plain]" is faced on uploading the csv file .

Note: Issue is not occurring on MAC browsers.

What's Working

• Issue is not occurring on Safari & chrome browser for MAC OS

What's not Working

• In addition to upload error observed that required csv file didnot show up on chrome and edge browser while selecting value list file
