We've seen a large number of failures in different "before all" hooks in the security solution Cypress tests. In order to keep the noise of flaky failures down we've disabled the cypress tests in master, 7.x, 7.11, and 7.10.

@patrykkopycinski attempted to fix this issue in #86985 but it seems that didn't quite do the trick. I'm interested in helping understand where this issues might be coming from but I think I need to get on a call where I can ask a bunch of questions and get a rundown of how things are working now before making any useful recommendations.
