Lens uses drag/drop in a nice way, but not all of the UI is integrated. For example it's not possible to drag legend items ( #90724 ) or interact with the filter/query bar.

By lifting the drag state up from Lens into a global place, we could start integrating the drag/drop experience into other places as well.
