In #89957, all documentation links in Index Management were added to the core doc links service and are accessible via docLinks.links. With this change, it should be no longer necessary to maintain the local documentation service and all links can be accessed directly via the core service.

This issue is to remove the documentation service file and update all links. We should be able to access the docLinks service via the app context.
