Rest API needs to be consistent across all multi-bucket aggs

currently some multi-bucket aggs (e.g. histogram) return an array, others (e.g. terms) returns an object that holds a buckets array.

The preferred format is that of the terms agg, as it leaves room for future extensions (where we might want to add top level info with the agg response unrelated to a particular bucket).
