Electron should set defaults for the Mojave User Data Protection keys #15352

The following keys will become required if we're using the related APIs once we target the 10.14 SDK.

  • NSLocationUsageDescription
  • NSCalendarUsageDescription
  • NSContactsUsageDescription
  • NSRemindersUsageDescription
  • NSPhotoLibraryUsageDescription

We should check if we or chromium use the related APIs and if so set some defaults and add features to packager/builder/forge to easily override them.
