Actions on notifications for Windows

Problem Description

I couldnt find a way to make actions on notifications to work on Windows. I'm wrong or Electron don't have this working on Windows? On MacOS it works as intended.

Is this a possible candidate for it? #35810

Alternatives Considered

I tried creating a new window and using it as a notification to be possible to make it work as intended. But it has some drawbacks like the memory usage being huge.
