Description of Change
This PR moves Windows on Arm testing to Appveyor. Additionally this PR changes our AppVeyor configuration to use the same jobs for branch PRs and fork PRS. This PR will require a corresponding change on AppVeyor because the Windows on Arm job will use a new appveyor yml file appveyor-woa.yml. This also requires us to update all active branches at once.
