I rageshaked on this, but when I accepted my invite to all-new #matrix-dev:matrix.org on Riot/iOS with LL turned on, i didn't see the first wave of joins for people who joined after I did. The correct view of the room is this; the broken view is as per the rageshake.

This issue is similar to element-hq/element-web#7211 (comment) and element-hq/element-web#7303.

It was mitigated server side by disabling LL on incremental syncs.
