Enabling encryption doesn't feel reliable

With homeserver lag etc, enabling encryption doesn't feel robust at all. It's easy to toggle on quickly and then dismiss the settings dialog for the changes to not actually take effect. We should consider using a different interaction where the user has to explicitly [Save], with more robust user feedback for loading/success/error states.
