Intermittent message about misconfiguration after clearing cookies #12026

From a user on chat.mozilla.org:

I hit a corner case today:

logged in, fully functional
quit firefox (clears cookies) & rebooted
started firefox, matrix tab ended up on https://chat.mozilla.org/#/welcome with an error message about a misconfiguration related to not having 'en' available (sorry, no screen shot)
that condition persisted across page reloads
condition returned to normal after going to the https://chat.mozilla.org page and logging in

aaronraimist added the Z-Mozilla label

jryans removed the defect label
