In the image, it mentions power levels - a term not typically known by end users. We should remove a lot of the jargon here and consider saying explicitly 'Admins cannot demote other admins' to prevent accidents

Another idea is adding a button that offers instead to set the user to 1 less than your current power level element-hq/element-meta#1441
