Your use case

On Mobile, you can instantly send a message by holding on the VM button. On Web, it's surprising that this isn't hooked up, once you're used to it on mobile - instead, the only thing you can do with the VM button is to click on it.

There doesn't seem to be any good reason this couldn't follow the exact same UX/UI pattern as mobile. Click and hold to insta-send, or click-drag-lock to lock the recording and then send on click.
I'll discuss with @gaelledel for the UI.

Click and hold and click and drag are not very accessible. Very difficult for users of tap switch accessibility or voice control. A simpler click stateful interaction (like now) is recommended as well. Also keep in mind keyboard accessibility.

Mobile and web-based interactions are very different indeed and this might create usability issues on the web. I would not recommend applying this interaction. Equally, this is not a familiar or expected interaction pattern for this type of functionality so it might be adding discoverability issues.
