Allow non-link text in terms and condition via config.json

Your use case

What would you like to do?

I'd like to add text in the "Legal" block in Help and About page which are not pure links, but only text or even a mix of text and links (resulting in e.g. Partx by <a href="https://example.com">someone</a>).

Why would you like to do it?

To add information on the background of the app, who has which role, who manages and controls what etc.

How would you like to achieve it?

An option in config.json - configurable without building the client to changes.

Have you considered any alternatives?

• Using option terms_and_conditions_links to render links works, for text the text is rendered in blue (as links).
• Adapting terms_and_conditions_links to allow text without links: Render terms and condition text as text if they have no href matrix-org/matrix-react-sdk#10301. That resulting in the suggestion to open an issue here: matrix-org/matrix-react-sdk@4c8cea4#r103281803
