Description:
A request by msc4028 spec proposal; that clients should interpret an unstable feature org.matrix.msc4028 in the response of the /_matrix/clients/versions endpoint as the feature being supported by the homeserver.

At the moment, the matrix-rust-sdk is checking against the push rules of the user instead ref.
