This reverts commit b11f7b5, which ended up causing notification counts on mobile clients to be incorrect. See #16904 (comment) for context.
This revert is intended to be included in Synapse v1.102.0. We do not need to revert the partial fix (#16954) here as it was never included in v1.102.0rc1.
