As a server operator I want my user's jitsi widgets to use my integration manager
As a service provider I want to provide a default jitsi instance for users with accounts on a homeserver instance I manage.

As per #8, if I provide a default integration manager today, because of differences in Scalar/Dimension, jitsi will no longer work (unless the user is able to paste a lump of configuration into their Riot instance).
tbh I'm not sure this is a good fit for a user story - it's basically a bug.
#8 is becoming less of a user story and more of a product definition, which is why this is split out. Ideally user stories are isolated and actionable rather than lists of things to do (imo)
This is largely just a reminder for me that we should push the "make a widget" API across the line.
