schaling menu not working LowDPI(1x) HIDPI(2x) HIDPI(3x) #341

What Happened?

I have set the language in Dutch, I'll try to find the english terms.

booting elementry os v 6 I can change the DPI size in systemsettings, displays (I can switch between lowdpi and hidpi)
booting v 7 in the schaling menu I cannot set hidpi 2x and hidpi 3x.
schaling can only be native 3840x2160 so very small

Steps to Reproduce

systemsettings, displays, schalefactor, clicking to try to set low, hidpi settings, the apply button in the bottom right corner stays grey.

schalefactor menu:
the setting is before changes is lowdpi
click hidpi
click lowdpi
a popup is shown with a question "do you want to keep the new display settings?

the menu registered the schaling setting to hidpi but it cannot make this effective
when the schaling is set back to lowdpi the menu offers the choise of keeping or not but since the highdpi is not working it will stay lowdpi with both answers

Expected Behavior

in elementry os 6 hidpi could be set, in 7 it cant
