Exciting observation. I've done that, too.
I never had this perception when I was still using the latest Fedora versions. Only since I switched to elementary OS.

Maybe this issue is related to #95?

By the way, when I do the speaker test in switchboard-plug-sound, I hear the expected volume, but at the same time I always have the volume control at the highest level. And in applications where, for example, I want to play a video file or during a conference call in the browser, I don't hear that.

What could be causes and solutions to fix this issue?
