Some guilds might not necessarily want every user to be able to pin messages. Add a way for guilds to specify if a user can pin messages.

For example, Pinbot could detect the presence of a pinbot-user role in the guild. If this role is present then when receiving the pin request Pinbot should verify that the user pinning the message has the role.
