Just adding this for visibility as initially thought issue was the ember-user-activity but is with dependency ember-classic-decorator, it might help somebody tracking down same issue with their failing tests as me.

emberjs/ember-classic-decorator#99

When ember-classic-decorator is installed isTesting from import { isTesting } from '@embroider/macros'; returns false in tests
