Use lsp-deferred if envrc-mode enabled

This issue discusses how to make lsp-mode work better with envrc-mode: #2583

Several people have noted that lsp-deferred fixes the issue easily:

The fix results in the LSP server from envrc being used, replacing the server installed by lsp-mode or found elsewhere on the path.

Is it possible that lsp-mode would replace lsp with lsp-deferred if envrc-mode is detected?
