Кейсеты блоков имеют js расширения, и это наталкивает на мысль, что они должны поддерживать полноценные js-объекты, включая функции.

Ещё об этом говорят вот такие тесты: https://github.com/bem/bem-core/blob/v1/common.blocks/i-bem/__i18n/test/test-i18n-complex.js

Я не нашёл способа прокинуть такие функции, т.к. i18n-merge-keysets и i18n-lang-js технологии относятся к keysets как к json-файлам.

Скоро в ENB будет поддерживаться синтаксис для формирования функций :)
